Office Work

Daily and Recurring Duties

 

  • Primary representation of the District to all constituents in a professional and consistent manner. 

    • Answer questions from customers, developers, and vendors via telephone or email. Monitor distribution system pressure through water plant’s SCADA system and provide primary support for alarms through text messaging from the system. 

  • Maintain Google Drive electronic folders for information and permissions, such as engineering design, equipment installation, maintenance, coliform testing, water right diversion accounting, CDPHE correspondence, and Board communications.

  • Manage process for new properties. 

    • Building Permit and Plan Review with customer, and if necessary, with Operator.

    • Coordinate with builder or homeowner for water application.

    • Walkthrough upon completion and compare to application. 

  • Coordinate legal guidance and oversight. 

  • Changes to District Bylaws and Regulations, as needed. 

  • Update website with Board meeting minutes, official notices, Consumer Confidence Reports, audit documents, Rules and Regulations, strategic plans, and forms. 

 

Monthly Duties 

  • Prepare monthly memo to the Treasurer of the Board describing key financial indicators, comparing budget to actual, and any notable outliers/events. 

  • Prepare monthly email to Board members summarizing key activities, decisions, expenditures, and capital projects. 

  • Coordinate with Overlode for vendor invoice approval process and review of all financial data.

  • Manage all expenditures, investments, and financial reporting. 

 

Quarterly Duties 

 

  • Execute quarterly Board meetings. 

    • Submit draft agenda for approval. 

    • Publish official notices to comply with state regulations.

    • Coordinate resolutions for Board approval. 

    • Prepare and distribute the Board packet of information prior to the meeting:  Previous minutes, Transaction Detail Reports, project updates, agreements for approval, Manager’s Report, quarterly financial statements for approval.

    • Take notes and write meeting minutes. 

    • Publish approved minutes. 

 

Annual Duties 

 

  • Budgeting 

    • Coordinate with Overlode to solicit Board input in August for the following year’s budget. 

    • Analyze spending patterns and forecast capital improvement expenditures. 

    • Meet with ORC to forecast expenses for operations. 

    • Prepare the draft budget and submit to the Treasurer. 

    • Revise budget based on Treasurer’s input. and submit to the Board of Directors in October. 

    • Create the necessary resolutions for compliance with budgetary laws and regulations. 

    • Publish Board-approved budget to DOLA and constituents in January. 

    • Coordinate budget amendments with the Board, as needed.

    • Coordinate changes to the budget process with Treasurer, Board, and auditors, as needed. 

  • DOLA 

    • File District budget. 

    • File District boundary. 

    • Elections 

      • Answer all questions from Board and coordinate issues with the attorney such as term limits.

      • Update official calendar of events.

      • Call for nominations, process forms, communicate with candidates, publish notices. 

      • Cancel election based on number of candidates and open positions.

 

As Needed

 

  • Coordinate District capital projects: 

    • Design and installation of new equipment

    • Contract coordination with attorney, if necessary.

    • Coordinate request for proposals and selection of contractors.

    • Manage projects, oversee quality of work, approve invoices from contractors.

  • Grants applications for water quality projects or loans for projects such as water meters.

  • Create EPA emergency response plans and risk assessments.

  • IT system support, including billing system or accounting.

  • Coordinate with law firms regarding water rights, water diversion reporting, and compliance with Department of Natural Resources.
